Speaking as a business owner who wears shorts to work - I think it does.
Some of us wear "professional" looking clothes, while others, like myself don't. We meet and greet clients all the time, and they don't mind either way. And being comfortable is very important to our workers morale. So our policy is simply - "You're an adult, and as long as you're neat and clean, wear what you want."
